 AB    OBJECTIVE: Analysis of the onset of Grupo Pela VIDDA (GPV) in the
       Brazilian political scene. GPV is a non-governamental organization (NGO)
       that struggles for the citizenship of the people living with HIV/AIDS.
       METHODS: A comparison to 'other' Brazilian NGOs that do not work with
       AIDS prevention, but satisfy social demands (rural workers, union
       trades, studies on violence etc.) The participants of these 'other NGOs'
       believed, especially during the 70s, in a change in society. The
       participants of GPV (1989) became engaged due to an individual
       motivation: the life of people with HIV/AIDS. RESULTS: The
       differentiated profile of an AIDS-related NGO, like GPV, is
       characterized, at the same time, as a NGO and a social movement. As a
       NGO, GPV represents people with HIV/AIDS. As a social movement, it
       presents news demands through its action, having personal experiences as
       a starting point. DISCUSSION AND CONCLUSIONS: GPV relates the debate
       about sexuality, life with HIV/AIDS, the struggle against prejudice and
       the defense for a public health policy. This network of relations
       generated a new concept about political action and a new social actor: a
       group of people who live with HIV/AIDS.
